Set priority of scheduled crawls on 0 so they run as close as regularly and on the same day as possible.

Fixed by modifying cbsd-scheduler.pl insert statement..

Note: we must keep an eye on contention. With prio 0 the scheduled crawls take absolute priority, meaning normal crawls might never get a chance...
